Representatives from home care companies both franchisors and franchisees around the country- convened in Washington, D.C., on April 16-18 to educate lawmakers and regulators on issues important to the home care industry. Right at Home was represented by five Corporate staff members and three Franchisees. The lobbying day was sponsored by Right at Home's trade association, the Home Care Association of America (HCAOA).
The issues addressed in Capitol Hill meetings included the need to revise the 80/20 rule, which requires agencies to spend at least 80% of their Medicaid home- and community- based services reimbursements on caregiver compensation; the need for more time to submit bills to be paid by the U.S. Department of Veterans Affairs (VA); and support for the Dole Act, which would allow for equal payment for in-home care compared to care provided in an institution.
Right at Home also met with VA personnel to discuss three key issues: the use of the VA's case mix tool (more training is needed to resolve confusion on how the tool works); a problem in the Milwaukee, Wisconsin, area on categorizing veterans' care as household help to save the hospital's budget; and issues arising from the Office of Inspector General's report on the use of different language (and the problems that causes) in skilled care credentialing forms and directories operated by Optum, TriWest, and the VA itself.
